SOAR Re-Entry Project Launched. HAP is pleased to report the official launch of its SOAR Re-Entry Project with funding from the Samuel S. Fels Fund and the Barra Foundation. Approximately 20% of incarcerated men and women diagnosed with serious mental illness were homeless in the months leading to their incarceration. Unless they can access a stable source of income, these same offenders are likely to resume homelessness when they are discharged from prison. Read More.
